1. Legal Basis & Policy Statement

The Department of Agriculture - Cordillera Administrative Region (DA-CAR) operates the DACIA platform in strict adherence to the Data Privacy Act of 2012 (Republic Act No. 10173), its Implementing Rules and Regulations, and circulars issued by the National Privacy Commission (NPC).

DACIA is designed to provide public informational guidance on the Registry System for Basic Sectors in Agriculture (RSBSA), record updates, validation, farm parcels, and RSBSA-related seed guidance. DACIA does not perform official registration, does not alter official registry records, and does not replace municipal verification.

3. AI Model Processing (Google Gemini Enterprise Terms)

DACIA connects to Google Gemini via paid API tiers governed by enterprise terms. Prompts submitted to DACIA are never used by Google to train or improve commercial AI models, and are not subject to human review. All context is grounded strictly in DA-CAR official documentation.

4. Voice Input & Read Aloud Progressive Enhancement

Voice dictation and read-aloud rely directly on your device’s native Web Speech API. Audio streams and synthesis are processed locally or through your browser vendor’s speech service. DACIA does not send your text to third-party speech providers, nor does it record, capture, or store raw audio files.

5. DA-CAR Registry Lookup

The RSBSA form inside chat or on its own page searches an approved DA-CAR list dated June 16, 2026 without sign-in. It processes your name and optional province on DACIA’s Vercel server and a private Supabase database in Sydney. A unique match displays the recorded name and full RSBSA number. Anyone who knows these search details can perform a lookup; this is not identity verification. Names and results from the form are not sent to Gemini, included in the AI conversation history, or cached for offline use. A derived connection identifier and an hourly count are retained briefly to limit searches to 3 per hour; expired counters are removed during subsequent requests. Registry records remain in the private database until DA-CAR supplies a reviewed replacement or instructs removal. This dated snapshot does not prove current registration or benefit eligibility. No match does not establish that a person is unregistered. Confirm current status and corrections with your C/MAO or the national portal at finder-rsbsa.da.gov.ph or directly with your local Municipal Agriculture Office.
